OS X Icon Editor is a site dedicated to free production of icons for Mac OS X.  All these programs are freeware, and I use them all on 10.4.8 without problems.  I also provide the link to the place where I got them, in case you would rather get them from the source.
Everything on this site is free.  No ads.  You can keep any images you see.  Download anything you like.  Use at your free will.  Have fun.  Mac OS X icons are now yours to create, change, edit and apply... free.

Pic2IconTurn any picture into an icon, free.  Pic2Icon is the first step in authoring OS X icons.  Run the program, then drag the picture file onto the icon in the dock.  Your picture file now has an icon of itself!  This program also does batch conversions.  Say you have an entire folder of pictures that have the general PNG, JPG, etc. icons.  Run the program, select Open Images, and convert the entire folder of pictures

Icon2PNGSee an icon you want?  Save it as a 128x128 32 bit .png file!  Save any icon, from folders, applications, or files, just drag the thing with the icon onto the program in the dock!  Have a program or file with a great icon except... you wish you could change it?  Yep, do it free.  You can set the preferences to save that .png file where ever you want.  I used this program to get all the icon pictures in this site.

icns2iconJust what the name says.  Some applications use ICNS files to store the icons.  Mail for OS X is an example.  If you just want that 128x128 icon, convert it with this free tool.

icon2icnsCreate an ICNS file from that icon you just made, free.  ICNS files store different sizes of icons, to make them look better at smaller sizes.  Edit your icon down to 16x16, and put that in the smallest spot.  This way, the computer switches to that icon rather than render a 128x128 icon down that small.
